Catch Starryon wild Lv 42–67 near Loess Plains and Celesdir wild Lv 54–68 near Stone Pillar Cave Entrance. Two Starryon Primo also hatch Starryon Primo, always from a Huge Common Egg. Starryon Primo is a Neutral Pal with Gathering Lv 7 as its best job and it drops Leather, Nightstar Sand (breeding power 430).
